With the approval of the Supreme People’s Court of the People’s Republic of China, the High People’s Court of Guangdong Province has launched a pilot programme this year to integrate mediation organisations from Hong Kong and Macao as specially invited mediation organisations into the Guangdong-Hong Kong-Macao Greater Bay Area. Hong Kong Mediation Centre (HKMC) is extremely honoured to be one of the first 4 specially invited Hong Kong mediation organisations approved to practice in Guangdong (the other 3 organisations are Mainland - Hong Kong Joint Mediation Center, Hong Kong International Mediation Centre and The Hong Kong Mediation Council), launching pilot mediation at the Shenzhen Qianhai Cooperation Zone People's Court (Qianhai Court) to assist the country in handling foreign disputes with its edge in commercial mediation.
This pilot programme not only symbolises an important milestone in the history of mediation development in the two regions, but also marks the country’s recognition of the established and efficient cross-border dispute resolution mechanism of Hong Kong and HKMC. It helps to promote Hong Kong’s leading dispute resolution model to other provinces and cities in the Mainland China, and facilitate the long-term development of the country’s mediation services. Simultaneously, this has implemented the spirit of Third Plenary Session of 20th Central Committee of the Communist Party of China and thoroughly dovetailed with the national strategies. Also, this is coordinated with the National 14th Five-Year Plan in respect of supporting the strategy of development of Hong Kong into a leading centre for international legal and dispute resolution services in the Asia Pacific region, and integrating into the overall national development, as well as actively contributing to the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
After completing particular training, the panel members of HKMC may seize the opportunity of becoming cross-border commercial mediators of the specially invited Hong Kong mediation organisation by courts of the Mainland, so as to expand their experience in handling cross-border mediation cases, broaden their international perspective as a cross-border mediator, and enhance their professional level.
